Primary Focus

The United States Department of Homeland Security's (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Integrated Operations Division (IOD) leads and coordinates national programs and policies on physical critical infrastructure and has established strong partnerships across government and the private sector. The CISA Integrated Operations Coordination Center (CIOCC) Physical is a part of the Office of the Assistant Director and is both an operational component of IOD and the critical infrastructure element of the DHS National Operations Center (NOC).

The CISA Integrated Operations Coordination Center (CIOCC) Physical coordinates the national network dedicated to the security and resilience of the Nation's critical infrastructure by providing continuous (24 hours a day, 7 days a week [24/7]) situational awareness, facilitating information sharing, and fostering the unity of effort.

We are currently seeking a Program Manager to support efforts on a contract under the CISA Integrated Operations Coordination Center (CIOCC) Physical. 

The Program Manager is the primary interface to the Government client for all matters about contract execution and service delivery and manages the contractor team of Watch Analysts and Team Leads.

Duties

  • Ensures compliance with program policies
  • Leads the team in producing and reviewing high-quality deliverables in a time-critical environment
  • Manages contractor recruitment and staffing requirements
  • Manages scheduling of contractor staff to ensure proper shift coverage
  • Management and development of support services/personnel
  • Management and development of contractor staff training
  • Meets with the client regularly to discuss performance, propose initiatives, and establish priorities
  • Provides briefings, communications, and various reports to leadership and stakeholders

The Program Manager will also provide support as directed to CISA incident management operations at the CISA Crisis Action Team (CAT), the Federal Emergency Management Agency (FEMA) National Response Coordination Center, the DHS OPS Crisis Action Team (CAT), and Regional Offices or Operations. The Contractor shall be required to provide surge personnel and support to augment 24 hours a day/7 days a week (24/7) incident management operations on an as-needed basis. 

Problem Solving

  • Develops strategy and dictates direction
  • The primary point of contact for interfacing with the government management
  • Responsibility for overall quality control of products and maintaining required staffing levels through careful scheduling
  • Determine the project organization and the overall management required to accomplish the work 

Accountability

  • Accountable to Government Client and Cayuse Management
  • Accountable for Cayuse Team Leads and Watch Analysts

Technical Skills:  Knowledge, Skills and Abilities (KSA's)

Education / Experience

  • Master's Degree in a related discipline such as Homeland Security or Business or a combination of education/technical training and equivalent experience (Bachelor's Degree with ten (10) years of relevant experience)
  • Active TS/SCI Clearance
  • Minimum of five (5) years demonstrated experience in:
    • Planning and leading projects of a nature similar in size and scope to this contract
    • Managing labor services contracts for a Federal Government organization
    • Supervising employees of various labor categories and skills similar to those in this contract
    • Preparing and delivering interesting, effective oral and written communications at the highest levels of industry and Government 

Technical Knowledge

  • Knowledge of National Incident Management System (NIMS) structure and emergency management operations
  • Microsoft Office Products 

Human Relationship Skills

  • Ability to professionally interface with various levels of management
  • Ability to lead and manage a team of diverse individuals
  • Excellent written and verbal communication skills
  • Willing to work non-traditional schedules/shifts to support team

Additional Abilities

  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
