Job Description: 

The Counterterrorism (CT) Program Advisor provides program management and implementation support of strategic and diplomatic objectives for the Bureau of Counterterrorism, Office of Programs (CT/P). He/she will provide assessments on the performance and quality of assistance provided by third-party implementers working in support of CT to the CT/P government manager. He/she will provide information to CT and the Country Team to analyze the effects of, results from, and sustainment of CT assistance to host nation partners. The incumbent will also be responsible for reporting on the progress of CT programs against the goals and objectives of their regional CT Strategy and the Counter-terrorism Partnerships Framework.




  • Serve as the Mission's primary point of contact for the coordination of civilian counter-terrorism programming and related reporting.
  • Assist the CT/P's Grants Officer's Representative (GOR) and Contracting Officer's Representative (COR) on select CT-funded programs in the management and monitoring of programs by identifying and reporting on programmatic issues, successes, or areas of opportunities.
  • Provides his/her assessment on the performance and quality of assistance provided by third-party implementers working in support of CT to the CT/P government manager
  • Travel within the assigned country/region, as needed and in accordance with security, Chief of Mission, and other travel-related restrictions for such monitoring, strategic planning, and other outreach as approved through CT/P and the Regional Security Officer as required by Post
  • Identify and recommend key programmatic areas for assistance.
  • With USAID in the lead, coordinate with other donors to ensure program de-confliction.
  • Liaise with senior host nation counterparts on assistance needs and programs.
  • Liaise with host nation counterparts on training and ensure timely completion of Leahy vetting of participants by relevant officer at Post.
  • Facilitate the Country Team's review and approval of Performance Monitoring Plans and Work Plans as well as other formal project documents.
  • Provide reporting for:
    - Regular fully-cleared front-channel cables to update stakeholders and other federal entities on CT-funded programming, particularly its impact, and relevant political and security developments;
    - A weekly activity report (WAR) submitted to the Country Team (through the Political Section Chief), CT Program Manager (PM), Deputy
    - Director, and Washington-based GOR/COR for the contracts and/or grants; and
    - Regular informal reporting on meetings and formal external engagements as directed by the CT/P Director, Deputy Director, or Country Team.
  • Coordination of Program Efforts:
    - Review and provide recommendations to the government manager on CT-funded projects within their assigned country implemented by other sections or other U.S. agencies at post or at headquarters. He/she will serve as the principal liaison between Post and CT to ensure the optimization of programs focused on countering terrorist actors and the achievement of broader regional and CT-specific strategic goals and programmatic objectives.
    - Manage all requests by the Department and the host nation on budget cycle deliverables by coordinating responses with the CT/P government manager and the Country Team on relevant counterterrorism-related assistance programs in the civilian security and justice sectors


Minimum Qualifications: 

  • Bachelor's Degree (15) years professional work experience.
  • At least four years' experience in program management or implementation - preferably related to law enforcement development or security sector reform.
  • Demonstrated experience that clearly illustrates the applicant's ability to manage a multi-phase, complex project from concept through final turnover. Mastery of the principles, practices, and qualitative and quantitative evaluation methodologies of management and program analysis.


Preferred Qualifications:

  • Master's degree;
  • Experience in Sub-Saharan Africa.
  • Significant experience in law enforcement training programs with a focus on counter-terrorism.
  • Experience in working with members of the U.S. interagency, particularly in an Embassy setting.
  • French language skills.
  • Experience with designing, managing and overseeing foreign assistance, especially security sector capacity building programs.

Working Conditions: 

  • Primary work office is within a secure U.S. compound but requires regional travel under sometimes austere living/travel conditions
  • General office environment
  • Must be able to sit for long periods of time looking at computer screen
  • May be asked to work hours outside of normal business hours
  • West African regional travel
