Cayuse Native Hawaiian Veterans (CNHV)  provides innovative and flexible solutions to federal government clients, emphasizing excellence in the Asia-Pacific region. Core service areas for CNHV include Health & Medical Services, Unexploded Ordnance (UXO), Surface & Underwater Range Clearance, Explosive Ordnance Disposal (EOD), Executive Briefing Teams, Training, Exercise Support, Computer Facilities, and Emergency Management Services. 

Duties:

  • Assist the Commander and staff in the development of knowledge value chain and supporting technologies to facilitate staff operations and command missions within a Navy, Joint and Allied/Partner/Coalition environment, including experimentation, exercises and operational missions in both classified and classified domains.
  • Plan, organize and direct local analysis and documentation of staff procedures, IT toolsets, Decision Support systems, implementations, risk management and ILS.
  • Plan, organize and direct experimentation efforts in support of command missions and make
    recommendations for improvements therein.
  • Establish and maintain a Knowledge Management program and process required by a Maritime Operations Center and Numbered Fleet Staff.
  • Utilize information technology to enable knowledge processes.
  • Support development of Communities of Practice.
  • Develop collaborative best practices and implement collaboration/IM tools.
  • Support development of knowledge portal/enterprise document management.
  • Develop and sustain the KM posture and culture at USNAVSO/FOURTHFLT.
  • Provide training to KM/IM customers on new KM/IM processes, technologies and data repositories at various venues, meetings, experiments, exercises and conferences.
  • Attend no less than 25 internal KM related meetings, and 40 external (USFF/SOUTHCOM) meetings, conference and workshops annually.
  • Administer the Records Management Program.
  • Execute the requirements of higher headquarters Records Management directives.
  • Draft and/or update local Records Management instructions.
  • Provide annual training along with routine guidance and assistance in Records Management programs to ensure full compliance with applicable laws and regulations.
  • Evaluate the effectiveness of the Records Management program at least annually and in accordance higher directives.
  • Develop and manage the internal and external information sharing process.
  • Develop information management initiatives and content integration solutions and provide recommendations on ways to improve information sharing in support of operations and efficiency.
  • Perform daily administration of all portals/Websites including internal, external, collaboration at sea, and collaboration/information sharing tools.
  • Provide training to the staff on all information and content management tools and solutions to facilitate adoption and best practice acceptance.
  • Develop and manage technical solutions that ensure relevant information is accessible to all personnel.
  • Align the information sharing strategy with command guidelines.
  • Build, deploy, administer, troubleshoot, and provide day-to-day support to various SharePoint sites. This is a broad position that entails all aspects of setting up, configuration, administration and application deployments in current version of SharePoint MS Office.
  • Work closely with external Information and Knowledge Management personnel to ensure successful information management and sharing.
  • Design, develop and maintain SharePoint Templates, workflows and Web parts using various programming languages such as JavaScript, VBScript and HTML.
  • Perform tasks related to delegating SharePoint content administrator roles to appropriate users.
  • Oversee the site request process: review submittals, ensure site creation.
  • Resolves issues relating to the content creation and publishing of web properties in SharePoint.
  • Monitor SharePoint logs, activities, events and assets.
  • Perform end user administration as necessary, including managing SharePoint user accounts and troubleshooting user access problems.

Qualifications:

  • Knowledge of and experience in Records Management within a military command.
  • Military or civilian executive level staff/office experience; program management experience.
  • Completed training on American Forces Public Information Management Services (AFPIMS) to manage command public website.
  • Expert understanding of Knowledge Management.
  • Comprehensive knowledge of ASP.NET, HTML, XML, XML Schema, IIS Web Services and Database design and data normalization.
  • Expert knowledge of SharePoint Portal Administration.
  • SQL Server Experience.
  • Windows Server Experience.
  • Basic Graphic Design using Photoshop and other graphic applications.
  • Strong Knowledge of Active Directory, DNS, Networking Security Principles.
  • Knowledge of Web Services and .NET Framework.
  • Basic Scripting abilities in VBScript and JavaScript.
  • IIS Server Experience.
  • 4+ years experience developing and maintaining sites in the SharePoint environment, including system administration duties.
  • 5+ years database-driven web application development and system administration experience.
  • Expert knowledge of the Maritime Operations Center concept and the role of the Knowledge Manager.
  • Possess exceptional written and oral skills.
  • Possess superior leadership and organizational skills.
  • Spanish language skills are desired, but not required, for interacting with partner nation members.
  • Special Qualifications: JQO, MSOC, JPME I, JPME II, or MOPC.
  • 5-years' experience working with Senior Executive Staff.
  • TOP SECRET/SCI Security Clearance.
