Overview

Provide technical knowledge of training, and administrative functions and knowledge of Army National Guard (ARNG) policies and regulations in order to provide assistance for the efficient execution of the general program and to ensure that the program is effective in supporting the Command. This task requires skill in oral and written communications in order to take part in meetings and conferences, assist in developing and presenting briefings, advise managers and supervisors on a variety of administrative, training, and development issues and to prepare narrative documents and analyses relating to ARNG-TRI training programs.

Responsibilities

  • Be proficient in the use of General Fund Enterprise Business System (GFEBS), PPBES, and EDFMT in the performance of assigned duties;
  • Assist in the preparation and submission of budget adjustments during the funding year;
  • Assist with the budget requirements and develops expenditure projections for the program;
  • Participate in organizational manpower reviews, coordinates, establishes and disseminates policy pertaining to the organization and state installations and prepares and submits various statistical reports to higher headquarters utilizing various computer software programs;
  • Conduct qualitative analysis of administrative processes, work operations, and organization structure and procedure problems for management which affect organization efficiency;
  • Assist branch in developing administrative operating procedures to improve administrative functions; and,
  • Responsible for training and administrative functions, military/civilian/contract personnel, records management, training, reports control, publications, and travel.
  • Run weekly 2060 and 2065 execution reports by State or Territory and MDEP using Legacy and GFEB databases. These reports provide the branch chief or designated representative with the tools to track schools spending.
  • Compile State of the State folders to include reviews of historical and future costs of Schools requirements, Schools UFRs, IERW, and DMOSQ statistics in order to provide information to the branch chief or designated representative during meetings with State Training Officers (STOs) and State G3s. Updates consist of slide presentations approximately 10 per month.
  • Process service member tuition and course material costs using GFEBs in order to provide the branch chief or designated representative with current information regarding invoices and spending. 3-5 updates per week.
  • Provide a "Status of Funds" report using GFEBs to provide the branch chief or designated representative with current information to make funding decisions on future distributions. 3-5 per week.
  • Update ITDLM and PAL resources by year and installation by quarter in order to support Government projections of future budgets. The Contractor provides the branch chief or designated representative with expenses incurred from ARNG Soldiers attending schools at Active Duty locations. These reports are updated monthly
  • Other duties as assigned

Minimum Qualifications

  • Must have an A.A.S. in Accounting
  • 2-3 years' experience in accounting and/or Government accounting
  • Must possess an Active Secret Clearance
  • Must be proficient in Microsoft Outlook, Excel, Publisher, Word & CRM
  • Must have experience in GFEBs SME Purchase Request, Misc. Pay Processing, Invoice Processing
  • Must have experience in operating DRM for ULO/NULO accounts

Preferred Qualifications

  • Finance Background
  • Strong presentation skills, with the ability to provide briefings to Sr. and Executive Staff
