SUMMARY:

The primary purpose of this position is to perform force protection prevention/suppression program functions for the installation and assist mission/tenant units. To ensure physical measures designed to safeguard personnel; to prevent unauthorized access to equipment, facilities, material, and documents; and to safeguard them against espionage, sabotage, damage, and theft.

The organizational goals or objectives of this position are to administer the antiterrorism/force protection programs for the installation. The programs are high priority, comprehensive programs which focus on defensive measures to reduce the risk to installation personnel and property from terrorist acts. Prepares risk assessments and
formulates risk mitigation strategies based on current information and intelligence.


RESPONSIBILITIES:

  • Plans, analyzes, and implements procedures for the protection of installation Protection Level (PL) 1-4 resources and coordinates protection with Defense Critical Assets and Task Critical Assets on the installation.
  • Uses a knowledge of a great variety of state-of-the-art security equipment and devices in planning and implementing protective
    methods and security procedures and recommending the installation of multilayered security systems to protect critical national defense critical resources.
  • Assist in conducting initial and periodic surveys as required on all installation and
    mission partners containing critical resources. Ensures that physical protective equipment and systems such as locking mechanisms, intrusion detection equipment, duress alarms, and lighting systems are operating properly and that force protection procedures are being followed.
  • Determines areas of local vulnerability, performs risk assessment of these areas,
    and reports them to the supervisor.
  • Documents survey findings and prepares formal reports for dissemination to appropriate parties.
  • Conducts follow-up inspections to ensure correction of discrepancies.
  • Develops alternate courses of action for protecting resources in newly designated controlled/restricted areas and for eliminating vulnerabilities in existing areas; and participates with resource owners or users to decide upon and implement optimum protective actions.
  • Identities cross-flow improvement opportunities for the installation physical security program.
  • Identities the need for and initiates changes to the
    Integrated Defense/Antiterrorism Plan.
  • Recommends force protection requirements for inclusion in the Integrated
    Defense/Antiterrorism Plan, supports controlled area penetration and anti-robbery exercises to test the effectiveness of
    owner or user response and security forces capability.
  • Recommends approval or disapproval for requested controlled/restricted area designations. Briefs security forces squadron senior staff on the status of the PL 1-4 and Defense Critical Assets and Task Critical Assets concerning the force protection program.
  • Implements and administers Installation Access Control. Implements and administers the installation access control program through the use of DoD, DAF and MAJCOM directives and procedures.
  • Manages the physical protection of resources, encompassing: loss prevention, planning, and/or programming for any new and existing facilities, equipment and personnel, and administration of the Visit Control Program.
  • Identifies problems; determines accuracy and relevance of information; and, uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Provides orientation and advisory service as necessary to ensure visitors and contractors are oriented to the organization and installation access control policies and programs.
  • Provides oversight, training, and technical knowledge on visitor access control programs: Defense Biometric Identification System (DBIDS) and the National Crime Information Center (NCIC).
  • Determines the seriousness of the derogatory or disqualifying information and recommends approval/disapproval for program access as appropriate. Provides training and advice on force prevention/suppression and protection of PL 1-4 resources, Task Critical Assets, and Defense Critical Assets.
  • Develops training for presentation to facility managers and PL 1-4 resource and assists Task Critical Assets and Defense Critical Assets owners and users.
  • Uses appropriate training aids such as outlines, handouts, and exhibits.
  • Conducts the training as needed maintains required training records.
  • Advises owners and users of PL 1-4 resources, Task Critical Assets, and Defense Critical Assets on force protection requirements and prepares memoranda documenting the advice given.
  • Formulates local directives and coordinates PL 1-4 resource, Task Critical Assets, and Defense Critical
  • Assets protection within the security forces squadron and with tenant agencies and contractors.
  • Develops local directives to supplement higher headquarters' issuances.
  • Reviews installation and mission partner suppression activities to determine if they effectively complement each other and the other security forces program activities.
  • Provides input to the Integrated Base Defense/Antiterrorism Plans, associated checklists, instructions, and guidelines.
  • Assists in Threat Working Group, Integrated Defense, Antiterrorism Working Group, Integrated Defense Council, and Antiterrorism Executive Council programming and procurement activities.

MINIMUM QUALIFICATIONS:

  • Active Top Secret clearance
  • Bachelor's Degree
  • 10 Years of relevant experience

DESIRED QUALIFICATIONS:

  • Knowledge of security concepts, principles, practices, and standards relating to Department of Defense and
    Department of the Air Force force protection instructions/manuals.
  • Knowledge of the operation of and required standards for physical protective equipment and systems.
  • Knowledge of Department of Defense, DAF, and MAJCOM requirements for installation access control to
    include authorized data bases and software programs.
  • Skill in analyzing, developing, and evaluating key elements of force protection programs to meet mission
    objectives.
  • Skilled in analyzing and evaluating conditions/situations; preparing reports and recommendations; and
    addressing risk assessment methods and techniques for security compliance.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish effective, collaborative professional working relationships with coworkers, subordinates,
    senior leadership and serviced customers, contributing to successful accomplishment of the mission.

WORKING CONDITIONS:

  • May be required to travel by military or commercial air to conferences, meetings, or other functions away from
    the normal duty station.
  • Work requires access to classified information. Employee is required to obtain and maintain SECRET security
    clearance.
  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent of
    this position is subject to random drug testing.
  • This position is designated a national security position.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends,
    and/or holidays.
  • Department of Defense Security Physical Security Certification conferral is required within 2 years of the
    established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD
    Security Accreditation and Certification. The listed certification requirements may not be deleted or modified
    without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security
    career field representative.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue
    uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
    IAW, DoDI 3020-42, Defense Continuity Programs.
  • A Pre-Employment physical may be required.
